Amended deadline for the submission of doctoral dissertations (ODT website)
In Issue No. 97/2021 of the Hungarian Gazette, Act LIII of 2021 on the amendment of the Act on National Higher Education (Nftv.) was published, according to which Section 53 (4), regulating the deadline for the submission of doctoral dissertations, has been amended:
"The doctoral candidate shall submit the doctoral dissertation defined in the doctoral regulations within three academic years following the successful completion of the comprehensive examination. In cases deserving special consideration, this deadline may be extended by up to one academic year in accordance with the provisions of the doctoral regulations. In the degree-awarding procedure, the suspension of the student status may be no longer than two semesters."
Upon the joint proposal of the ODT and the DOSz, the Government also adopted a proposal on extending the deadline prescribed for the submission of doctoral dissertations during the period of the state of emergency. According to Government Decree No. 217/2021 (IV. 30), published in Issue No. 76/2021 of the Hungarian Gazette:
"(1) Contrary to Section 53 (4) of Act CCIV of 2011 on National Higher Education, those who completed their comprehensive examination between 1 February 2018 and 31 August 2021 shall submit the doctoral dissertation defined in the doctoral regulations within four academic years following the comprehensive examination. In cases deserving special consideration, this deadline may be extended by up to one year in accordance with the provisions of the doctoral regulations. (Nftv. Section 117/G (1))
(2) In the degree-awarding procedure of the doctoral candidate defined in paragraph (1), the suspension of the student status may be no longer than four semesters."
Doktori értekezések benyújtásának módosított határideje (ODT honlap)
A Magyar Közlöny 2021/97. számában megjelent a 2021. évi LIII. törvény az Nftv. módosításáról, amely szerint módosult a doktori értekezés benyújtásának határidejérõl rendelkezõ 53. § (4) bekezdés:
"A doktorandusznak a komplex vizsgát követõ három tanéven belül a doktori szabályzatban meghatározottak szerinti doktori értekezést kell benyújtania. Ez a határidõ különös méltányolást érdemlõ esetekben legfeljebb egy tanévvel a doktori szabályzatban meghatározottak szerint meghosszabbítható. A fokozatszerzési eljárásban a hallgatói jogviszony szünetelése legfeljebb két félév lehet."
Az ODT és a DOSz közös javaslatára a Kormány elfogadta a doktori értekezés benyújtására elõírt határidõnek a veszélyhelyzet idején történõ meghosszabbításáról szóló javaslatot is. A Magyar Közlöny 2021/76. számában megjelent 217/2021. (IV. 30.) Korm. rendelet szerint:
"(1) A nemzeti felsõoktatásról szóló 2011. évi CCIV. törvény 53. § (4) bekezdésétõl eltérõen a komplex vizsgát követõ négy tanéven belül kell a doktori szabályzatban meghatározottak szerinti doktori értekezést benyújtania annak, aki a komplex vizsgáját 2018. február 1-je és 2021. augusztus 31-e között teljesítette. Ez a határidõ különös méltánylást érdemlõ esetekben legfeljebb egy évvel a doktori szabályzatban meghatározottak szerint meghosszabbítható. (Nftv. 117/G.§ (1))
(2) Az (1) bekezdésben meghatározott doktorandusz fokozatszerzési eljárásában a hallgatói jogviszony szünetelése legfeljebb négy félév lehet."
